He pitched the ball and it did not cross the plate in the strike zone, so to me that says ball.  But I'm guessing there is a rule about outside interference where it is ruled no pitch.  I'm not trying to be a smart alec; I'd really like to know what the result of this play would be.  And how to score it. Some are flat and hollowed out, and others are just flat.
